It checks the socket polarity (live to the right, neutral to the left), the voltage between L and N as well as the voltage between N and Earth. It needs 2 AAA batteries to work, so you first need to unscrew the back cover and place them. The RCD button is to check the home RCD device, so if you press it expect the power to go down (do not press the button unless you really want to do so).
