Full charged, the led of charger was green. I have connected a IP camera. The camera was not able to start, after a minute or less I have disconnected the battery and the voltage was 8 V. Connected the IP camera 2 V. I believe there is something wrong.

I have measured the capacity several times. It is way less than 8000 mAh. I measure ~1000-2000 mAh to cut-off. I found similarly low capacity on the 1800 mAh version. It is most unfortunate that these products' capacity is mis-represented because otherwise they work well.
